Access to public information has not been regulated by a special law yet

On the 9th of July, 2010, the Draft Law “On Access to Public Information” was considered in the second reading by The Parliament. The Draft Law was not approved by Verkhovna Rada of Ukraine: only 143 MPs voted for passing of the Draft Law. At the same time, 312 MPs supported the motion to send the Draft Law for the new second reading.

The document in question is the Draft Law No. 2763 introduced by MP Andriy Shevchenko, who belongs to BUT Block fraction.This Draft Law is aimed at introducing mechanisms of obtaining public information by defining the regime of access to it. Public information includes data, possessed by state power entities, as well as any information of public interest.

Just before the Draft Law was scheduled for the second reading such officials as the President of Ukraine Viktor Yanukovych, the Speaker of the Verkhovna Rada of Ukraine Volodymyr Lytvyn and the Head of the Security Service of Ukraine Valeriy Khoroshkovsky expressed their support for the document.
